中国石油管道公司作为中国石油天然气股份有限公司的地区分公司，主要承担国内陆上大部分油、气田油气外输管道的建设组织及运营管理任务，公司下辖大庆、长春、沈阳、大连、锦州、丹东、秦京、中原、长庆、塔里木、乌鲁木齐、兰州、兰成渝、华中、廊坊油气储运等15个输油(气)分公司和4个管道工程项目经理部、1个管道科技中心，所属单位分布在中国17个省、自治区、直辖市，运营管理的原油、成品油、天然气管道总长9000多公里，年输油能力7700多万吨，输气能力80多亿标准立方米。另外，劳务承包西气东输全线4000多公里天然气管道运行操作。公司现有员工5955人，总资产190多亿元，是在中国管道运输领域占主导地位的专业化公司。 运行管理： 负责运行管理的长输原油管道主要有：大庆-铁岭-大连、铁岭-抚顺、丹东-朝鲜、铁岭-秦皇岛-北京、任丘-北京、马岭-惠安堡-中宁-银川、轮南-库尔勒、库尔勒-鄯善、大连石化、阿拉山口—独山子原油管道；长输天然气管道主要有：忠县-武汉、荆州-襄樊、武汉-黄石、潜江-湘潭、鄯善-乌鲁木齐、青海涩北-西宁-兰州、濮阳-沧州、沧州-淄博天然气管道；长输成品油管道有：兰州-成都-重庆成品油管道。同时，负责西气东输管道全线运行操作和鄯善-兰州部分原油及成品油管道运行管理。 工程建设： 目前正在进行项目前期工作的有大港-济南-枣庄、锦州-郑州、兰州-郑州-长沙成品油管道。公司具有丰富的管道工程建设项目管理经验和完备的项目管理组织体系。工程建设按照国际惯例全面实行项目经理负责制、招投标制、工程监理制、合同制，具有健全的项目管理办法和工作制度。 技术服务： 大力推进了资源整合和专业化重组，组建了抢修指挥中心、管道封堵中心、技术服务中心，为强化公司在长输管道领域的运行管理和技术服务优势，提高公司输油气管道安全生产保障能力，不断增强公司的整体竞争实力奠定了基础。 科技进步： 公司下属的管道科技中心科研力量雄厚，管道专业人才门类齐全，现有博士生4名，研究生21名，大学以上学历人员占科研人员总数的90%以上。拥有管道核心技术研发能力，高含蜡原油管输工艺、原油流变学研究、管道减阻降凝剂等多项技术在国际油气储运领域居领先地位。 管理创新： 公司推行信息化管理，QHSE管理、内控管理、管道完整性管理,努力通过管理理念、管理方法和管理手段创新，不断提高输油气管道管理水平，打造具有强大竞争力的专业化管道公司。 The Pipeline Company, acting as a regional company of PetroChina Company Limited, mainly undertakes construction, operation and management tasks of the most on-shore oil and gas fields’ exporting pipelines in China. The company has 15 oil and gas transportation sub-companies, such as Daqing, Changchun, Shenyang, Dalian, Jinzhou，Dandong, Qinjing, Zhongyuan, Changqing, Talimu, Wulumuqi, Lanzhou, Lan-Cheng-Yu, Huazhong and Langfang Oil & Gas Storage and Transportation, etc., 4 Pipeline Engineering Project Managing Departments, as well as one Pipeline Science & Technology Research Center. Its subsidiary sub-companies are distributed over 17 provinces, autonomous regions and cities in China, which are in charge of running pipelines of transporting oil, gas and product in total length of more than 9000km and with annular oil throughput rate of more than 77 million tons and annular gas throughput rate of more than 8 billion standard cubic meters. In addition, it also contracts operation of the West-East Gas Transportation Pipeline in length of more than 4000km. The company presently has 5955 employees and total assets of more than 19 billion Yuan (RMB), which has been a professional company of occupying main position in the field of China pipeline transportation.. Operation and Management The major long distance oil transportation pipelines run and managed by the PetroChina Pipeline Company include: the pipelines of Daqing to Tieling to Dalian, Tieling to Fushun, Dandong to Korea, Tieling to Qinhuangdao to Beijing, Renqiu to Beijing, Maling to Huianbao to Zhongning to Yinchuan, Lunnan to Korla, Korla to Shanshan, as well as Dalian Petrochemical’s oil pipeline and Alashankou to Dushanzi oil pipeline. The gas pipelines are mainly from Zhongxian County to Wuhan, Jinzhou to Xiangfan, Wuhan to Huangshi, Qianjiang to Xiangtan, Shanshan to Wulumuqi, Sebei in Qinghai Province to Xining to Lanzhou, Puyang to Cangzhou and Cangzhou to Zibo. The product pipeline is from Lanzhou to Chengdu to Chongqing. Meanwhile, the company will be responsible for contracting operation and management of the West-East natural gas transportation pipeline and the part of Shanshan to Lanzhou oil and product pipelines. Engineering Construction The pipelines of carrying out the preliminary work include the product pipelines from Dagang to Jinan to Zaozhuang, Jinzhou to Zhengzhou and Lanzhou to Zhengzhou to Changsha. The company possesses rich experiences on pipeline construction and project management and a complete set of project management system. The engineering construction projects shall be in accordance with international routines to roundly implement the responsible system of the project manager, system of bidding and inviting bids, engineering supervision system and contract system with perfect project managing method and work system. Technical Service The company has vigorously carried forward resource conformity and specialization re-combination and established an emergency response center, a pipeline plugging center and a technical service center. Science & Technology Advancement The company has a subsidiary Pipeline Science & Technology Research Center with varied pipeline specialized persons with ability and solid strength of scientific research.
